If the AMX 13 are treated like same tier mediums, why are they placed in the higher tier battles?

I feel bit sad for AMX 13 90 comparing it to Lorraine.
AMX is just bit smaller and have little advantage on speed and agility (except the horsepower per ton).
It have worse guns.
It is put to two tiers higher battles then Lorraine on average...
Since i dont see hidden parameters i dont think AMX 13 90 is better then Lorraine.
