Q2: I understand it might be done for "compatibility reasons" when transferring the crew. But then wouldn't it be better to simply allow training of such secondary skills and make "incompatible" skills turn off when crew member is transferred to another tank?
Players would need to do a "gold reset" of skills to make any use of the XP accumulated in the "incompatible" ones. Another incentive for players to use gold, so it will be advantageous for WG! :P
It would definitely be better than "banning", for example, loader skills from the tank, only because it doesn't have a separate loader.

Overlord: Looks like in 7.2 commander will get only commander's skills due to technical reasons, in the next updates he will be enabled to take skills according to all his specializations (gunner, loader, etc)
