Overlord, I'm reposting something from earlier, because it contains an idea which might help you balance some tanks, and stop the complaints about the HE Changes. As I posted it as you where posting I suspect you might have missed it.

Hello Overlord.
Question: What are your thoughts, plans or ideas for dealing with the M5 Stuart/M8 Scott issue?
Allow me to explain.
As it currently stands the M22 locust is a better light tank than the M5.
Explanation here:

Stuart-Locust
Speed: 58KPH-64KPH
View range: 380-380 (Granted that's stock turret)
Hull armour: 29/15/25-25/13/13
Power Ratio: 0.04-0.03
Health 290-250
The M22 being Tier III doesn't get screwed by the matchmaker as often. Equally the Locust is phenomenally low to the ground, meaning it can use terrain much easier than the large box that is the M5. Plus they're armed with the same gun. The 75mm Howitzer is utterly useless with the current HE mechanics. You yourself said that in less than a couple of weeks it had suffered a 6% Performance drop.
Every suggestion we've made has been rejected by yourself (The M8 Scott with the M3 75mm: Going in the TD tree. Putting a 57mm in the tank: No historical evidence). So where does that leave us? As Far as I can see we have three options:
Other cool options:

1: Give us the GMC T65 (single 40mm) or T85 (quad 20mm) options. The down side is this will require substantial re-modelling of the tank.
2: Jalopy time. Much like in the game British forces found the Stuarts Gun to be useless, and the tank to be too tall. They simply removed the turret. This gave it much better speed, Camo and ability to cross rough ground. If you really must have a gun on the tank, it was often armed with a .50 cal HMG. That'd be about as much use as the tanks guns are at current. So what have we lost? If you say that the tank is a US one, not British. The US produced a variant called the T8 Reconnaissance Vehicle.
Best option?
3: Look at the Ammunition. Possibly the easiest choice. And it can also be used to solve the issues with other HE reliant tanks, which you admit have suffered because of the HE changes.
By altering the Ammunition I mean like this. HEAT rounds often went through many changes (I think some German HEAT warheads had 5 Versions of them). So make the earlier less efficient Ammunition types Silver (With appropriate Stats), while the top spec HEAT warheads are Gold ammo, just like at current. For the Example of the M8 Scott, at current you have the HEAT M66 shell as gold ammo. Well Change the stats (Less AP for example), and make that Silver ammo. Then call the Gold ammo the HEAT M310 Shell.
