IS-3 and IS-4 after patch 7.0

In 0.7.0, with the introduction of the new 16 group armor scheme, they changed the display in the garage for the frontal armor from 160 to 140, since now, the biggest part of armor group for each side of the tank is displayed in the garage tank stats.
The frontal armor (including drivers hatch) has not been changed and has the same values like in 0.6.7. Only the side-armor has a bug, which will be restored to 160mm in 0.7.1.
