We ran a few tests and found out that HE penetrates you every time and deals full damage. There's no damage reduction from the armor at all.
Here's some test data:
IS-3 (Gun: 122mm BL 9) vs. Ferdinand (front)
Out of 50 shots: ~231.8 average damage
IS-3 (Gun: 122mm BL 9) vs. T28
Out of 50 shots: ~512.25 average damage
Average damage of the 122mm BL 9 (with HE): 465

And yes, we tested that with some other tanks as well.
Let's take the M4A3E8 (Easy 8) vs. Ferdinand and the T28
76mm M1A2 (185 damage average HE)
against Ferdinand: ~71.9
against T28: ~184.2
---
Clearly this is not working as intended and clearly this must be fixed as quick as possible.
So my question is when?
