Looks like a fun scout tank to own. Will this be available on release? I don't know. It's the only one that'd tempt me to buy any "special edition" version of WoT in order to aquire it at least.
Overlord: Currently it is planned only for Russian collector's edition which
is on the way. Possibly will be available for EU server as well in
future.
