To make matches fight same tiers only is not solution, while maybe totally mirror balanced such matches would not be fun for sure. The beauty of WoT is in diversity of tanks, big variety of combinations. If this would be limited to tier battles only, then this beauty will disappear.
Overlord: The above depends on tier ratio in waiting queue and it can go
either way. So both picures can reflect actual battle balance.
