Business-wise Assault mode averages most players statistics into 46-50% win ratio zone, therefore casual players who are sad of their poor win ratio now have better chance just because sometimes they get into imbalanced map-mode and win semi-automatically.
Who are angry? Usually players who care about balance and skill part of the game.
Who are happy? Players who seek change, players who do not care about balance much, players who do not want to be considered poor players due to their bad win ratio.
Is it hard to make game modes selectable? No.
My High School IT students are programming balancer that takes care of players, their tiers, their tank types, their game mode preferences in 90 minutes. I made it as a test. Most have completed it easily.
Remember, WG is a company that makes lots of money. They know what do they do and why. They intentionally do not remove Assault mode from certain maps nor they make game modes selectable.
