Repair-cost were made so that people do not drive only Tier 9-10 tanks, but also use lighter vehicles, otherwise in 2-3 months everyone would drive only top-tier vehicles, leaving huge gap behind them and never returning back. Current developers' vision is that Tier 6 vehicles should be affordable without Premium, Tier 7-8 affordable with premium and Tier 9-10 should be a challenge with premium. Really good players are able to profit with Tier 9-10 vehicles with premium.
