LiannaSilverwind: As far as I have noticed, developers decide if something needs boost or nerf when mass statistics prove it. Unfortunately we do not have statistics at our disposal to prove real facts, but let's check the following links from Overlord.

Possible conclusions based on those published statistics:
1) American Heavies are better than Soviet Heavies that are better than German Heavies.
2) American Mediums are better than German Mediums that are better than Soviet Mediums.
Most people, who offer their opinions provide opinions, but do not provide exact numbers. I'd like to see complete statistics as much as most of us, but we do not have them.
