Repair bill when killed by friendly

LiannaSilverwind: I like the idea of sharing repair bill in case of friendly fire,
with repairs of the other person coming before those of offender in
case of no money.
On the other side there is possible loophole: someone damages the other player and then intentionally stops playing - to prevent the other person to play, because of waiting for repair bill. That could be fixed with: Damaged person repairs himself -> Offender cannot play any T2+ tanks unless he repays the bill (he can use MS-1 or Leichtraktor to gain credits if he does not have enough).
Sad thing is some people intentionally shoot at their teammates or intentionally ram them, putting the team into dilemma, if they should destroy the offender or lose their own team member(s) due to offender's insanity.
