It is absolutely irrelevant, He could as well say, they didnt send me a christmass post card.    It just sounds as an excuse, and tries to draw the attention away from the cheater's fault, and point it to being WG's fault. 
WG's only fault is that they are not enforcing these measures MORE strictly. 

All cheaters, are cheaters. PERIOD. 
The best thing they can do when they are caught, is ASK I'M SORRY, im never gonna do it again. 

Not saying, i used this, but YOU didnt give me evidence, it was my brother playing, or my PC was hacked by aliens. 

Kandly:   Haha exactly. This is something I've said around a year ago as well and it still holds true today. Sharing details about the detection system only helps those who try to circumvent it, which is why we don't do it. If forbidden modifications (that by definition go against the rules all players click to agree on) are found on someone's account, it is not up to us to provide evidence for it. We ban those accounts because we take cheating very seriously and we most certainly cannot not allow it in our game - but still, all players get a second chance, because the first ban only lasts for a week. We don't want to simply cut their access to the game forever, because maybe they've mistakenly downloaded something or they didn't pay attention. I think that a week-long ban is a strong enough poke into the right direction... and, well, if those accounts still choose to use forbidden mods after that, they get cut out. I'd say that's quite strict! :P Seems like just the right amount of strictness for something that's so important to us: keeping the game cheat-free.
