Update 9.22 Preview—USSR Tree Revision

Kandly: Hello everyone!   I know that many of you have concerns, but please remember that this is still in testing and that the proposed modifications can still change, depending on the Common Test feedback. Don't worry about the devs not knowing how you feel about this, as I'll keep sharing your ideas and worries with them. Let's try to be a bit patient, though - and play the tanks on the test server first. Maybe some of the things you're currently skeptical about will prove better than anticipated.
