Is World of Tanks Pay to Win?

And I mean it with no disrespect or intent to demean your intelligence when I say, I do not see how the performance of a tier 8 fits into that. And that's before you take into account a more in-depth analysis of how a tank performs and it's impact across the playerbaseEg Tank A has 52% win rate Tank B has 49% win rate Conclusions, Tank A is overperforming aka OP, Tank b is underperforming aka UnderPowered Broken Down Tank A has 52% overall Win Rate, Dispersion curve of players show peak player numbers around  54%, so the majority of its games are by players with 54% Tank B has 49% overall win rate, Dispersion curve of players show peak at player numbers around  48%, so the majority of its games are by players with 48% Conclusion Tank A is underperforming, Tank B is slightly overperforming Broken Down further Tank A has 52% overall Win Rate, Dispersion curve of players show peak player numbers around 54%, so the majority of its games are by players with 54%. There is a secondary peak of popularity is around 48% win rate, skewing the win rate overall down, when mapping win rate in tank vs win rate of the player, tank show slight deviation at the extremes but remains "on" line for the rest. Conclusion Tank A is quite well balanced but could be a candidate for very slight nerfs, Tank B is clearly underperforming amongst high win rate players, candidate for slight buffs.  As hopefully the example shows, the performance of a vehicle and if it's OP/UP is a WHOLE other rabbit hole to go down lol. And I don't know the "deep" details for our tanks, so I'm not really in a position to say (objectively) whether it performs above or below without the full info and a lot of time to study it :D But even with this info, I don't see how it would change a tier 10 being better and free, compared to any exclusively sold tank. My mind is not set in stone and I'm seriously open to info/suggestions etc :)
