Update 9.17.1: Renewed Strongholds

Gepard_PH:   Please remember that not all announcements, even from developers, are applicable to all regions. It's a really good thing to keep in mind that regional adjustments are very often possible.   However, in this case, the conclusion is the same for EU. We've taken your feedback into consideration and will leave 10v10 in Tier VIII Skirmishes.   I want to thank you all for sharing your opinions with us and providing very important arguments pro and contra (well, mostly in favor of 10v10)
