To explain it in detail: usually after a new tech tree branch is introduced it`s played first by players most interested in it, those who use free XP or have the XP stored and so on. These usually are good players and play new vehicles well, which results in the vehicle performance being better than expected.
However, usually after few weeks more players reach the vehicle and play it so you can check if it`s still performing well, or not. If it keeps performing better than expected then a nerf becomes a possibility.
