Ectar: There is no current plans to ever sell tier 10 tanks and specifically Clan Wars tanks.  They are a reward for playing Clan Wars, that's how you get them. They require time and effort from playing participating in the event, to sell them make the effort of players taking part in the events totally trivial and pointless (ie why get involved in the campaign, get a good team organised, win matches etc when someone can just come along and buy it?).   It's not something that's really a grey area or open for options. If players want a Clan Wars tanks, they know what the requirements are. If they're not able to meet those requirements that's unfortunate but they have the same opportunity as everyone else.
