Riot mechanics in Global Conquest: Additional coefficient
for basic probability of revolts decrease from 30% to 10% Chips
influence on probability of revolt increase from 2% to 3% Influence
of counterspy on probability of revolt increase from 30% to 50%
Influence of HQ on probability of revolt will increase from
50% to 100%
