I mean I complained when 1.9. came that it changed the game A LOT and had 3 big things all bundled in a single update. (1. Making 90 tech tree tanks 'collectibles' that have no real value now; 2. Changing tank tier's / classes for some tanks; 3. hp buff and ammo increase for more than 50% of tanks in WoT) You could have done these things 1 by 1, then 1.9.1. wouldn't have to be so empty.
Dwigt: Usually when we have a big update like the 1.9 or 1.8 we go by 1

For smaller updates or what they call content drops or patches in other games we keep the base update number "1.9" and add the additional 0.1, 0.2... Let's say for consistency reasons we always use "update"
