pool is to reduce the gap between low tier tanks and high tier
tanks. I think higher tier battles are for players that have more
experience and most of them already know the mechanics of the game
and where to position themselves so at this stage of the game
a mistake should be punishing in my opinion whereas in lower tiers
you are still learning the game and thus the HP pool increase will
give a new player more time to think and react in battles.
