You don't even have to beat the top bid you just have to bid enough to get in the top N bidders where N is the total number of tanks sold.   So they sell 1000 Chryslers top bid might be 30 million and that bidder gets a Chrysler for that price. I sneak in with a bid of 3 million and as long as that bid is in the top 1000 bids I also get one. You bid what you are willing to pay and you do it any time in an 8 hour period the auction runs for.
