When 20.000 players register for the tournament, I wouldn't say it's 0.001%. If you take that amount from our current CCU, you'll see it's more than 10%.
You can see many people being enthusiastic about the cup, even though 90% of them will not be in top places. So I disagree about the spam.
So if we have only "elite" players winning. Let's see our past tournaments

DERP 3:0 Momentum - I've never seen these teams before this cup. Elite? Yes they are but after they prove themselves in the tournaments (eSports)

9.Tanková divize 1:3 VIP.eu - Never heard about these teams, but yet again they're in the finals
and so on...
Every tournament you'll see new teams ending up in Top 16 and getting their share of the prize.
Even with separate leagues, divisions... this wouldn't change anything. You would still have to win and prove you belong in the top.
