For example 4 crew member with 5 fully skilled perks / each crew member.
This in total is 20 different fully skilled perks for this tank/destroyer whatever. After we convert we receive 80 points and 3 default perks from commander.
The 80 points is enough for 8 fully skilled perks.
If on one category we use at least 30 points from this 80, we receive another perk at the right side. So we assume that we manage the points for two categories and we have this 2 extra perks. Now in total we have:
3 default perks from commander
8 fully skilled perks
2 extra skills if we reach 30 points / category

In Total 13 fully skilled Perks
So we exchange 20 different fully skilled perks for 13 !
Great Business. But not for us.
ApocalipticSnowflake: As one user already pointed out it's counting perks that you need
to train on all of your crew members like Brothers in arms (4*)
Repairs (4*) and Camo (4*) so now from 12 perks you just need 3.
And you have ability to pick another 5 of them. You also
have to remember that some perks from current system were merged
together so you spend 10 skillpoints to get equivalent of current
2-3 perks in some cases.
