There are invite codes that come with rentals, bonus codes that come with rentals, targeted promos for rentals that are sent out via email and offer rentals for vehicles that aren't currently available.
They are out there, not really something I have a reason to lie to you about - different projects utilize rentals to drive different types of player behavior, not always to immediately sell you the vehicle attached to the rental. I'm not familiar with the specifics of the alienware campaign but who knows, maybe selling you a tank isn't the main priority in this particular case.
