Update 9.22 Public Test Feedback - Soviet TD changes

Ph3lan: Hey all!   It is pretty obvious that you guys feel very strongly about the changes to the 263 line. We will have a discussion with our developers about this and we will let them know how you feel about this change. We will update you about this next week. In the mean time please remember that change is always hard, especially when we are fond of the thing in question, but while you do your testing please try to keep an open mind and give the changes a chance.
