Jahrakajin: Gifs and reaction images can be indeed a very fun way to communicate in social media and Forums in general however there is also a fine line of swirling into intentional Off Topic (derailing) and trolling which then might lead to enforcing certain Rules. 

My point is that the Off Topic section is generally speaking less moderated as we tolerated a certain degree of fun which in, for example, in Gameplay Threads would be derailing. What I am trying to say is that with the 3 strike system its not hard to get a loooong Forum vacation
