veganzombiez:   Yep. 1,000 IS-5s will be awarded for free.  Licenses are not lost if a Clan has more licenses than members on their roster or eligible members.   Basically, regardless of your Clan's performance, you must still place in the Top 2,500 Personal Fame Points to have the possibility of receiving an IS-5.
