merig00: I guess your installer was corrupted.
I would recommend to do a clean uninstall - after the uninstall finishes, delete the remaining folders and preferences.xml and also do a registry clean up.
Download a new installer from http://www.worldoftanks.com/update
Disable your antivirus and install the game from scratch
