I think you misunderstand the point of "tie-breakers." These are to break ties in score, not in a single game. The group stage is based on 9 matches, each one gives you a score, as mentioned in the tournament rules (3 for a win, 1 for a draw, 0 for a loss). Tiebreakers apply to ties in the score of a single group.
