dance210: Wargaming has solved the issue. It has some Skirmish Rules that Team Captain's were supposed to have read - which includes how to file disputes, including but not limited to bring the wrong tier vehicle.
As far as I know, it isn't possible to set up multi-tier limits, which is why they clearly explain how to file disputes.
