Will not allow tier 7 tanks in Stand To

Yoott: battles from 3rd match on should be correct now as I rescheduled them with correct settings, I couldn't do anything for first 2 as they were so close to the time by the time I saw this.  I will have koenig put up a note in the actual thread as well
