Is this right? Wrong crew member getting bonus?

Maybe its to early and maybe I need to not play until 3 am sleep 4 hours and then come back to tanks BUT.....
Is the wrong crew member getting bonus hut....
crew with hut says 93% others are at 92% so shouldn't one of them have it until they reach 100% at which point the crew member that has 93% now would be behind and correctly get the hut?
I know that that member is behind on secondary and perk skill % but should the overall tank ability skill one come first on that until it reaches 100%
or Im guessing does the system calculates that he has less overall total gained exp and will continue to boost him/her until it evens out? Which if that is the case then the bonus is correct... but I personally would liek a boost on whichever member is behind getting back to 100% first and then change it around when the perks/skills come into play.
I dunno again... not enough coffee, too much tanks last night... combo of both..... may just be me..
