Of course they are connected.... at least they should be. The players voice their complaints of what is lacking and a good company should have it's customer relations department or anyone that deals with its customers pass this info on to the decision makers to get some balls rolling instead of ignoring the customers. Those in turn should get the ones who address game features addressing those features that have been asked for..... So technically yes, Customer Support  directly ties into all the other aspects of a company or its product. Maybe that's why the customers have these issues because our voice isn't being wholly represented or passed on to where it needs to go to get the issues resolved.
I'll gladly hop onto QnA to voice my concerns, and ideas, that's why I joined CoAF... That is if they are genuinely looked at and answered unlike the Suggestions section, if not it's just another place for a customer to waste their time writing posts hoping they'll be addressed and answered.

2)Tighten Tier spread, second NA TD line, new game modes, possbility to select them, AntiTK automatic system, markers over tanks with HP bar, camouflage, inscriptions, physics, camouflage system reworking, spotting mechanics reworking... We do hear, but we are not a single player game. We are constantly developing and need to add players demands to the list of development. Thus it costs time for implementation.

I'm spending $30 on our clan website from another company.  The only reason I spend it on the website is because by having this site, I have a clan email system that actually works and reaches it's recipients, we have our own dedicated forum space or places I can leave messages for my clan members, chat features to communicate with them better than in game, a better clan roster, and a voice server that sounds a hell of a lot better than the one offered in game. Thats $30 bucks a month that could be spent on your website going into your companies pockets instead of someone elses.... but you guys aren't understanding that.

Vallter: 1)Not answering in suggestions is part of policy. I've made a post about it sometimes ago. Shortly, once we say 'Yes' on something, community wants it now, while we will be able to deliver in a month or in a half a year. Due to many complaints of such kind we stopped posting in Suggestion thread, though we are constatly looking over it, reading and gathering ideas. We are not arrogant. We are sure that thousands of persons will have better ideas, probably small quantity, but better than our system. We are changing game to be a eSports game and thus many changes will come before NY. You should just wait.
2)We are developing some kind of 'Social Network', which will have clans pages also. But we have many things to do prior to implement it.
