1)Because all guns have 25% dispersion and you have the average value in the garage,
2)Because this can be two armor plates one under another, for example, gun mantlet and turret armor. Secondly, armor penetration is also influenced by the angle of armor (which include the angle of your shot). I wouid suggest you to point your targest more accurately.
3)Because we think that disclosing this parameters may damage the gameplay. Unfortunately, it's something like company policy, so we won't disclose such characteristics for vehicles any time soon. Also it would allow to 'clone' the game easily.
4)Happens reraly to me. I would suggest you to be a little more attentive to points you are aiming for and position your vehicle wisely.

and about the type 59, i had just bought this tank, it performed well in the public test of (*7.3*)before it got pushed up to tier 10, it was fast, agile, and could pen alot of tier 9s, now it got nerfed, faces tier 10s, and the slowest tank of its tier, in med ranks. some maps takes a whole map to reach 55, mostly up small hills it goes 20-35, like a heavy tank, and again this tank gets penned easily by a lot lower tiers, it concerns me, having a tier 7 gun, where as my pz-3-4, having a tier 5 gun, has a hard time penning kv1, its the same tier, yet even bounces off the ass of this tank. what are you doing, what are you trying to do, and by what means are you getting there? i know now that the EU, has more economic power, more stability than the amero, which is not yet instituted, so my basic ? is are you trying to drive us mad with a game that was made fun, then ruined due to prozac and other drugs, trying to start a domestic uprising? and if this ZERO damage policy is to remain in place, then i want my garage gun stats to reflect that, make my damage stat wholly from 0-288, and anywhere in between, not many ppl pay attn, but very often i see guns do damage from -20-50 below stated minimum damage, let alone O. min damage on x gun is 217-288, yet see it only do 54 damage( on tanks 100% health, not about to die) , will this be fixed? and or soon?

2)Superpershing has good advantage in frontal engagement, but is quite week in close combats, specially for other medium brawlers. No vehicle should be an analogue of 'Win' button.
3)We are currently satisfied with T-54 performance and do not plan to up neither the vehicle itself nor it's guns or shells used for them.
4)PA allows you to make 'grind' process faster. However, it will not give you any advantages. As for premium ammunition, it has both its' strong and weak sides compared with credit ammunition.
5)Player stats have no influence on game mechanics. Just on overall performance.
As for second part, Type 59 performance has not changed since 7.5 and have even better MM now, IMO.

we won't remove ability of vehicles to go over current in-game
speed limits, while driving downhill.

Vallter: No, unfortunately, server transfer has been closed, so you will
have to start anew. Probably, once we have final decision on NZ/AUS
regions, things can change.

Vallter: I will answer from the end. The E3 and E4 TD's are on Tier 10, so
obviously they will perform better than any Tier 9 TD, including
T30. These changes to mentioned vehicles were done to keep the
gameplay balance and it worked well enough.
