There is absolutely no way, none, whatsover, to prove, for example, that I didn't vote in my dad's place because I knew he was out of town on a business trip, unless I raise my hand and say "I did it." That's rather the point of the law and how Mr Levitt deals with this problem in his analysis is not stated.
