There are some commanders with sixth sense as a zero skill and at least one Santa Claus has two zero skills from what I recall. Don’t believe anyone came with a zero skill repair skill though. They might be confusing a crew member that came with enough XP to have a skill already with a zero skill crewmen. There have been occasions when WG did this.
