Well it may indeed be that way, I’m not sure why you are so hell bent on insisting that a somewhat vague statement could only be interpreted your way. 100% crews cost real money so it is absolutely reasonable that WG would indeed convert them to crew books. Now that doesn’t mean they will but they very well might, and frankly it would be a really smart idea to do it so they don’t piss off people who pay money to them and buy 100% crews. I also doubt they bothered to code in a means of telling which 100% crews were bought, rented, or earned so there is a good chance they will indeed give out crew books for rental crews.
