I believe if you only get national fragments if you have tanks that aren’t researched. So in my situation I had all the tech tree tanks unlocked when they came out with fragments so I only get universal fragments for the most part. I have over 2000 universal fragments and a much smaller amount of national fragments, most of which have been from battle pass.
