BiA doesn't count during the EXP conversion calculation. So
if you have a BiA crew that has 5 skills it will be converted to a
2.0 crew as if it had 4 skills and you will get X number of
instructors that provide each provide an additional 2 skill points
to a random skill and +10% crew exp.
