longer gets the 10% skill bonus from the commander so you see a
reduction across the board in most tanks, BUT if you have a very
skilled crew and go beyond the 75 skill points you start to get
additional bonus to crew handling. So for instance with my
BatChat my crew goes beyond the 75 points and gets an additional
15% to crew handling.
