For Noobs celebrating Potential premium ammo damage nerf

TeriyakiTanker:   Agreed without limiting capacity the only thing you are doing is making it more pay to win.  Does it really matter if I do 25% less damage?  It really just means I am going to need another 8-16 seconds to kill you..... but you will still be dead.  They should really consider limiting capacity to 10-20% of total rounds carried and maybe even lower exp from using premium ammo.
