Rebalance: a modest proposal

TeriyakiTanker: +1 to you.  This is something I had considered in my head but I think there are some tanks that if you dropped them down a level without a slight nerf would then be too powerful.  Specifically in regards to armor, for instance the KV-5, WZ-111, and the Super Pershing would be terrors against tier V tanks.  The real problem is that these are basically Tier 7.5 tanks and there probably isn't a good way to drop them down without serious nerfs.
