Can Someone PLEASE Clear This Up? EULA account distinctions

If I want to make a separate account for friends to use on my computer so that it doesn't affect my stats, is this okay on NA? What about if they are on a different computer on the same router/wifi and both accounts are on at once/in platoon?
What about if I want to create a new account for my own use?
Assuming that the NA EULA does not allow for multiple accounts per player, is it, then, a violation of the NA EULA for an NA player (bound by said EULA) to create a new account for his/herself on another cluster, whose EULA DOES allow for it?
I know this seems nit-pickey, but they seem relevant. I think there are lots of players who would simply like to know what the EULA says so that they can follow it.

Tanitha: There is no mention of number of accounts in the EULA.
However the EULA states that the game rules are apart of the EULA, and how many accounts you may have is in the game rules.
The game rules are different on NA, RU, Asia , Eu.
Asia server no longer has a one account rulings, as far as im aware all other servers do.
But for clarification of NA rules, please refer to NA rules, not the rules on the Asia server.
