AFK/Bot Detection & Enforcement

edit: I just went and checked. I still see three notorious and obvious botters on the player list. They all started the game on 3/12/12 and all have over 20000 games played, a 41% win rate, and 185 average xp per battle. I know these people (or this person) have/has been reported in the past.
Are they already banned, and just still showing up in the hall of fame? Is there any point to reporting them again if they somehow avoided a ban?
