During this investigation the whole situation was considered, the post you are referring to was only a portion of the situation.
If just one thread was taken into consideration, things might have been handled differently.
Every post within those threads was read and considered, as well as the previous posts by the player in mention, and the situation as a whole.

This ruling and corresponding sanction isn't unusual, or related to Wargaming only.
As most gamers know, this is a serious violation of the EULA, which standardly receives similar sanctions across most on-line games of a similar structure.

The only two things that are taken into consideration are the current situation (all information surrounding the offense and the level of the offense) and the players previous sanction history. How popular the player is, what clan they are in, whether they are premium or not etc, is not considered, players are treat equally in this regards.
I would not consider the situation controversial, there was numerous posts stating the player had intentions to move another game and a thread offering the account transfer, then the appropriate and corresponding permanent game sanction placed. The situation is definitely unfortunate however
