There is a section within the rules that requires you to direct any issues regarding sanctions and the disputing of sanctions or rules, to support.. support.worldoftanks.com
That's mainly because disputes and complaints on staff and/or rule enforcement is taken seriously and we want to hear about it. As such, these issues need to be directed to a senior manager (myself) through the support system for a thorough investigation on the situation.
The other thing is, I cant discuss your sanction here with you in public, so again, it should be in private, to me via the support system.
To answer your original question.
Basically, swearing is not sanctioned usually, insults are. There is sometimes a fine line between the two.
I wont go into 1000 swear words and break them down into two groups for you, that's usually pretty clear.
Even then its very easy to insult someone without even swearing.
Insults are then broken down into two groups.
Normal insults, which are dealt with less severely.
And derogatory insults based on race, nationality, religion, culture, sex, or sexual preference which is dealt with a lot more severely.
Each of those categories are broken down into varying degree's of offense.
The Game Master team is highly trained in these situations, and has a clear and concise set of procedures to follow, you are not randomly warned or banned as a staff member feels like on the day.
As a player, you IMO don't need to be highly trained in what words are associated with what level of offense, whether a warning or a sanction will be issued, and for how long.
You simply IMO need to know the basics.

"Swearing without insulting isn't sanctioned usually. Usually if a player gets close to the line they will get a warning. If the player gets carried away with excessive swearing they may be sanctioned for it."
