Reporting lag issues

I have 60+ FPS (including when my game lags). I am running an I7-2700K 3.4Ghz with 4GB DDR3 RAM and a GeForce 560Ti.
My ping in game is around 150 (this used to be <100 constantly), and when it gets laggy it is up around 250+ 350+. The green "lag" dot also turns red. Sometimes it will be lagging even though I have a ping of 150 (the dot turns red though).
I have tested on other online games, as well as checked my router and run a speed test to ensure my high speed internet is still "high speed" (4.65Mbps download).
I work in Information Technology so I deal with this stuff every day. But I cannot figure out why I have lag since the new patches from WoT.
I have attached a file to show what I see.

Its kind of like saying well my house to hotel1 takes 4 hours to drive to because they was a traffic jam on street1
But my house to hotel2, only takes 15 mins driving time, So there must be a problem with Hotel1.
There is extra traffic generated by world of tanks since 7.0 due to the new camo, the new camo requires each player to download the camo's from the server.
With 15,000 players online that generates a little more traffic that WOT is shoving down the roads.
Also, WOT reached its max users online recently. So, now there is often 20,000 players info being shoved down the line where 15k was a more common peak number in November.
The extra recent traffic generated by WOT, doesn't effect the WOT servers, because the WOT servers can handle much much more than that. The Russian server has up to 340k online at once for a example. But the extra traffic does go down many roads, and the extra traffic can cause some possible holdups on those roads.
Running pingplotter will enable you to see where that holdup is. usually its a hub in Charlotte that gets a bit burdened.
Which is why hotspot shield (details above) can fix things for some, because that forces you -> WOT servers, to take different streets.
The ping plotter you linked, looked ok. Maybe things were ok that instant that you ran it.
Anyway, you could try hotspotshield and the Firefox/Chrome add-on addblockplus (to block the adds hotspotshield installs)
Thats the only short term solution I can think of at the moment, that might, or might not work.
PS 60+ FPS is high, so nps there : )
Unless there is some kind of clash with your graphics card drivers.
updating your GFX card drivers, and direct X, is always a good things to try.
