I see alots of players today are AFK at the cap. you can't tell if they are bots or just afk..

there is no distinction between bots and afk players within the rules, they are dealt with the same and permanently game banned the same.
The key point here is "excessive and repetitive" anyone can afk because the phone rings. doing it regularly to "cheat the system" is a different topic.
There is a in game report feature now, to make it easier for yourself and other players.
Once they are reported, thorough investigations take place over a period of time to make sure it is... "excessive and repetitive"
