Do not see a enemy tank outline( in red )

I see my team tanks are green but I do not see the enemys tanks except when they are spotted. Notsure why also, and I downloaded the game serveral times, so I am used to not seeing any outlines on tanks and just basically shoot tanks as I can see them in snipe mode, would like comments on how to fix this problem, tks.
