Tanitha: The system looks at a mass of things, far more than you mentioned above, friendly fire shots are weighted based on things like, enemies visible at the time, enemies within proximity, proximity to the cap zones, shots done, damage done, the time into the game, etc..
But someone shooting you, doesn't give you free reign to kill them under the current system.

Even manually checking, and checking chat logs, is no where near perfect and no better.
At least at the moment, you purposely TKed a player and you aren't even banned, you are just blue and can still play..
The system isn't perfect yet, for sure, but its getting better, hopefully with some further and continued tweaking it will be improved more.
